ALLOCATION OF TRANSIT GOODS
TRANSIT GOODS FOR OFFSHORE VESSELS
Norwegian Customs has tightened up the regulations described in the letter of 27 December 2006 concerning the allocation of transit goods to the different groups of vessels. At the same time, the method to be used for applying for the allocation of transit goods and the conditions for such allocation are to be harmonised. This means that the requirements for vessels and suppliers will now be more stringent with respect to documentation and lead times.
All suppliers, also foreign suppliers, must satisfy these requirements.
LEAD TIMES
For us as suppliers, this means that we must have a minimum of lead time in order to be able to supply our customers with transit goods.
All applications for allocation will be processed at the designated customs office. For the West and Møre area, this will now be Haugesund customs office. For North, there is no change. Business hours are Monday to Friday from 8.00 to 15.30 and it will be necessary at times to allow for a certain processing time because of the large workload. We urge that customers take this into account in their order procedures, so that we have sufficient lead time. It will be very difficult for us to complete orders for transit goods if we receive them with only a short time remaining until the end of business hours.
REQUIREMENTS/ DOCUMENTATION
It is an absolute requirement that the vessel is outside the Norwegian customs area for minimum 14 days unless it is to be cleared for a foreign port.
This means that supply/ offshore vessels that sail between Norwegian ports and installations in the North Sea will not be allocated transit goods.
The main rule is that the vessel must have been cleared both in and out before an application for allocation can be processed. The customer must send us a completed pre-notification form (RD 0040) together with the order and a provisions declaration form (RD 0041). This is documentation that we on our part must enclose with the application for allocation. Moreover, the destination must be stated, as must the duration of the voyage, the number of crew members and the departure date. Applications without this documentation will not be processed by Norwegian Customs.
APPLICATIONS
We submit applications for allocation on a separate form together with documentation from the vessel as soon as we have received it from the customer. We follow up the application with Norwegian Customs in order to ensure as rapid processing as possible. It will in any case be necessary at times to allow for a certain processing time.
ALLOCATION
If the application is approved by Norwegian Customs, we will receive notification from them about the amount allocated. Norwegian Customs is entitled to adjust the amount applied for on the basis of any existing stocks of transit goods on board.
Once we have received the approved application from Norwegian Customs, we can complete the order for transit goods, and then declare the delivery in TVINN.
